Men and gods play a significant role inAvowed, as there are various entities that the people of the Living Lands pray to. Some are worth worshiping, while others are vengeful and only cause discourse among their followers.
Regardless, ritual practices continue to play a significance to people, and one individual, even in hard times, is willing to throw away everything to ensure these practices are upheld.

Avowed: Steel Resolve Quest Guide
The lengthy and impactful side quest in Avowed’s second chapter, it’s up to the player to decide which side of the war they’re fighting for.
Accepting the Quest
Upon entering Fior mes Iverno for the first time, you’ll be treated to an absolutely beautiful set of Italian-inspired architecture, something that goes hand in hand with the accents of the characters in the region. While you’re able to go straight to your targeted destination for the main story, move forward and then hang a right to find Rossana Fallo in need of help.
Rossana will be the first NPC side quest giver in Fior, and one that involves quite a bit of travel. She will tell you that she’s looking to place food on the graves of the fallen at gravesites all across Emerald Stairs, but it’s a hotly contested ritual at the moment.

Because there’s a bit of a food shortage, food isn’t handed out willy-nilly, and instead Rossana has gone as far as to steal provisions. This is never a good sign when the living go hungry while the dead can’t even enjoy the food presented to them. Still, this is a side quest you can follow through and do what you think is right.
Placing the Food at Gravesites
As you may imagine, this is no small undertaking as the gravesites in Emerald Stairs are spread across the land. Worse yet, they are guarded by the undead, unruly spirits and the various wildlife. The first is located relatively close to Fior mes Iverno.
This is located directly east of where the Truffle Farm is on the map. This is arguably the easiest one to do as, while there is a mixture of undead skeletons and spiders, it’s located in a fairly open lot. After taking care of the threats, head to the small grave and place the offering on it.

The second is still fairly close to Fior mes Iverno, but a little further out as it’s right up against the ocean. Head directly south of the city to find the Logging Camp on the map. Go down a set of stairs to find some undead waiting for the Envoy.
There aren’t many enemies in this location, but you’re on less than suitable terrain. You can still get a vantage point upon approaching the camp, but otherwise going hand to hand is a tight squeeze. The gravesite is located directly below the cliff.

The last gravesite is located virtually at the end of the map, all the way northwest. It’s located directly west of the Fortiied Xaurip Camp and immediately north of a campsite, which makes it very accessible for getting to. Upon getting there, though, there are various skeletons guarding the structure that houses the graves, and when initiating combat, they will summon Shadows to help with combat.
This is probably the most dangerous fight of the side quest as they overwhelm you with numbers, something you need to get your companions to draw aggro with. After disposing of the undead, head inside the chapel and place the final offering on the sarcophagus.

After the three have been delivered, head back to Rossana in Fior mes Iverno to retrieve your reward. Even if you threaten to tell the Governor about this to lock her up, she welcomes it so long as her ritual practices are done.
Giving to the Needy
Governor Ignasi Vidarro
There are a couple ways of completing the side quest. For starters, you can inform Governor Ignasi Vidarro about the situation, and he won’t do anything about it. He seems to side with Rossana in not upsetting the dead, but you can still give the rations to him to help the people of Fior mes Iverno in these trying times.
Ilena the Grain Merchant
Alternatively, just outside Fior mes Iverno and in the Framer’s Market, there’s Ilena the Grain Merchant, the individual who hands out food to the needy. Upon talking to her, you can reveal that Rossana has been stealing her provisions to offer them to the dead. If you haven’t put any food at any grave sites, you can give her all the rations, otherwise you can offer her the portion you have remaining.
If you want to follow through with the quest and the idea is weighing on your heart, you can give her 100 gold/cp. While it won’t feed the bellies of those hungry right now, Ilena will thank you and tell you it will go a long way when another traveling merchant comes along.
