Ubisoft Massive is planning to deliver a Public Test Server to PC players ofThe Division, with the goal to deliver updates in a fashion that can be tested and ironed out before deploying to the masses. Though details on theirblog postwere sparse, the announcement comes as a first step to address player complaints with post launch support and base game concerns.
This bit of news comes in conjunction with a recent admission from the developer that the game requires some improvements before releasing any new content. As a result, the remainingDLCswill be delayed, withSurvivalpushed back to later this year, andLast Standpostponed to early 2017.

In lieue of these pieces of content, Ubisoft Massive is working on the substantial Update 1.4 to address what it defines as their “most pressing issues”, many of which are gathered from extensive user feedback. The exact details of what is coming in the update will be released in a livestream event on September 13th, but in the interim, here are some of the key points the update will address:
