The Penguin has only a few weaknesses that Sofia Gigante and Salvatore Maroni could exploit. One of them is his mother, and the other one is possibly Victor. However, given the hold his mother has on him, The Penguin might take one drastic measure to make him the most invulnerable player in Gotham’s underworld.

Sal Maroni and Sofia Gigante might have realized that keeping Oswald in check would require them to hurt him where it hurts, but they believed that his mother was dead. However, Francis Cobb knows that her son is destined for greatness, and that won’t really hold it against him if he were to kill her off just to get an edge over the Maronis and Gigante crime families, especially since she asked him to kill her off if she got too ill.

Francis might not be the only character that can be used to leverage Oswald Cobb, given that the character has also developed a close relationship with Victor, his second in command. Sal and Sofia believe that Oswald’s strength is that he does not care about anyone, and might try to put a dent into his operation by taking Victor hostage. This could prompt Oswald to replace him, causing him to be less useful to his captors, who might dispose of him, drawing The Penguin’s wrath.
Given that Sofia walked in on Francis and Victor while they were at the hideout, it remains to be seen how The Penguin wiggles his way out.
